SUBJECT:

EMERGENCY PLAN REQUIREMENTS FOR DRESDEN UNIT 1 FUEL STORAGE-REQUEST FOR ADDITIONAL INFORMATION Our review of the Dresden Unit 1 Decomissioning Plan in conjunction with the Dresden Site Emergency Plan ieveals that the Emergency Plan does not fully adJress the spent fuel storage at Dresden 1. An analysis of the skin dose resulting from a worst case accident at Dresden 1 is needed for our evaluation of the Emergency Action Levels in the Emergency Plan.

Please respond to the following questions within 45 days of your receipt of this letter:

1. What are the worst case skin doses projected onsite, in areas that would be occupied, and at the site boundary for a fuel rod rupture accident at Dresden 17
2. What protective actions would be implemented onsite and offsite in the event of a worst case fuel rod rupture accident at Dresden 17
3. In the event of an emergency at Dresden 1, what licensee staff augmentation would '.>e implemented?
4. What are the Emergency Action Levels for a fuel handling accident at Dresden 1?
5. What are the Emergency Action Levels for a noble gas release at Dresden l?

.e n M'r. W. E. Morgan We have determined that the Site Emergency Plan should be revised to include emergency actions related to the storage of fuel at Dresden 1. Although the revision to the site Emergency Plan would be handled separately from the Dresden 1 Decommissioning Plan, the revision must be accepted by the NRC prior to approval of the Decommissioning Plan.
