Bert Davis In the referenced letter, you comitted to providing a list of out-of-service safety-related equipment and other non-safety related equipment considered important for enhancing reliable operation of the Dresden units to Mr. Mark Ring of my staff on a weekly basis. The intent of this comitment, as negotiated between yourself and Mr. E. G. Greenman of my staff, was to facilitate NRC assessment of unavailable plant equipment and to serve as an encouragement to the Dresden Station (consistent with sound maintenance practices), to operate with as little equipment out-of-service as possible.

NRC Region III has evaluated the list of out-of-service equipment since the startup of Unit 3 in March 1987. Our assessment of the equipment out-of-service at Dresden, based on our inspections since implementation of this list, indicates that the amount of equipment out-of-service at Dresden was reduced to a level consistent with good maintenance practices and maintained at that point over the ensuing year. Conversations with the operators at Dresden also indicate the added benefit of improved operator morale due to having a more complete complement of equipment available. For these reasons and the demonstrated performance of Dresden plant personnel in minimizing out of service equipment I hereby release you from your comitment to provide the equipment out-of-service list to this office on a weekly basis.
