DRESDEN INSPECTION REPORT 50-237/99008(DRP); 50-249/99008(DRP)

Dear Mr. Kingsley:

On April 8 through May 21,1999, the NRC completed an inspection at your Dresden Nuclear

Power Station. The enclosed report presents the results of this inspection. No cited violations

were identified during this inspection period.

During the inspection period, a safety-conscious approach characterized the overall conduct of

activities at the Dresden station. Activities were generally acceptable. Your staff and the

.

inspectors noted two areas that needed improvement. First, maintenance on the safety-related

emergency control room ventilation system and its supporting breakers was not performed well.

Second, several low impact issues related to communications were present in operations,

maintenance, and security.

The material condition of both power plants continued to impact smooth operations throughout

the period. Unit 3 required a Notice of Enforcement Discretion from the NRC to permit

continued operations after the combination safety / relief valve failed. The reactor water cleanup

systems on both Unit 2 and Unit 3 experienced problems which resulted in significant

perturbations to the systems. Also, a failed pump speed controller in the reactor recirculation

system on Unit 2 caused an unplanned power reduction, while the failure of a reactor

recirculation motor-generator set ventilation damper on Unit 3 required operators to reduce

power, Lastly,'at the end of the inspection period, your staff was planning to secure one

operating recirculation purnp on Unit 3 to enter single-loop operations to address an additional

material condition problem.

Based on the results of this inspection, the NRC has determined that four violations of NRC

requirements occurred. These violations are being treated as Non-Cited Violations (NCVs),

consistent with Appendix C of the Enforcement Policy. These NCVs are described in the

subject inspection report. If you contest the violation or severity level of these NCVs, you

should provide a resognse within 30 days of the date of this inspection report, with the basis for

your denial, to the Nu6 lear Regulatory Commission, ATTN: Document Control Desk,

Washington, D.C. 20555-0001, with copies to the Regional Administrator, Region Ill, and the

Director, Office of Enforcement, United States Nuclear Regulatory Commission, Washington,

D.C. 20555-0001,
