Security Plan for the Dresden Nuclear Power Station, Revision 59 In accordance with 10 CFR 50.4(b)(4), enclosed is the signed original and three copies of Revision 59 of the Security Plan for the Dresden Nuclear Power Station.
The plan has been revised to reflect the Unit 1 Fuel Pool Building no longer being a vital area. Since the fuel stored in the building has not been in an operating reactor since 1978, its radiation level has decayed so that the potential for a release above the exposure limits in 10 CFR 100 is remate. This revision to the plan is consistent with tha discussion of a time-dependent vital area in Regulatory Guide 5.65, L.tal Area Access Controls, Protection of Physical Security Equipment, ana Key and Lock Controls," September 1986.
As required by 10 CFR 50.54(p)(2), we have concluded that this change does not decrease the safeguards effectiveness of the plan.
In accordance with 10 CFR 50.54(p)(2), this change to the plan was implemented on November 4,1998. Therefore, this report is being submitted by January 4,
