SUMMARY

OF OCTOBER 1, 2024, PARTIALLY CLOSED PUBLIC MEETING WITH TN AMERICAS LLC TO DISCUSS THE PRE-APPLICATION OF CERTIFICATE OF COMPLIANCE NO.

1004, AMENDMENT NO. 19 On October 1, 2024, an observation public meeting (partially closed) was held between the U.S.

Nuclear Regulatory Commission (NRC) and TN Americas LLC (TN, the applicant). The purpose of the meeting was for the applicant to present TNs proposed methodology for performing structural, thermal, shielding, and criticality analysis for boiling water reactor (BWR) fuel assemblies loaded into the newly designed NUHOMS 61BTH Type 3 dry shielded canister (DSC). The meeting notice and agenda, dated September 10, 2024, are available in the Agencywide Documents Access and Management System at Accession No. ML24254A325.

During the meeting, the applicant presented slides, which are available at ML24256A046. The enclosure to this document contains the meeting attendance list.

The applicant requested this meeting to discuss their plans to develop a new basket for the NUHOMS 61BTH (Type 3) which TN states will satisfy all the requirements for the NUHOMS 61BTH system as specified in the technical specifications (TS) for Certificate of Compliance No.

1004. The applicant stated these requirements will include: a new bounding heat load zoning configuration (HLZC) for the Type 3 that will allow a maximum heat load up to 33.6 kilowatts enveloping all previous HLZCs for the Type 2; capability of loading up to 4 damaged and/or failed fuel assemblies per DSC; and maximum burnup of 62 gigawatt-days per metric ton of uranium and maximum initial enrichment of 5.0 weight percent. In addition to the new basket, the applicant plans to introduce other scope items including plans to add an American Society of Mechanical Engineers code alternative for the NB/NG-4323 to the TS Table C-12 for welder qualification. The alternative will state that in lieu of this requirement, a full ultrasonic testing evaluation of the joint may be performed to ensure adequacy of the weld.

C. Román No regulatory decisions were made during the meeting. The applicant indicated that they plan to submit the application in November 2024 and will be requesting the NRC to approve the application by November 2026. There were no members of the public who attended the meeting.
