OF APRIL 20, 2022, PUBLIC MEETING WITH ORANO TO DISCUSS AMENDMENT NO. 18 TO CERTIFICATE OF COMPLIANCE NO. 1004
Background
This was an Observation public meeting between Orano, and U.S. Nuclear Regulatory Commission (NRC) staff to discuss Amendment No. 18 to Certificate of Compliance No. 1004.
Regulatory commitments were not made at the meeting. The meeting was noticed on March 30, 2022 (Agencywide Documents Access and Management System {ADAMS} Accession No. ML22089A231). The list of meeting attendees is provided in Enclosure 1. The publicly available meeting presentation slides are available in ADAMS and can be accessed using accession number ML22094A200.
Meeting Summary On April 20, 2022, the NRC staff held a public meeting with Orano representatives. The discussion followed the agenda provided in Enclosure 2. During the public technical discussion, Orano clarified that the maximum fuel assembly weight identified on slide 14 was 1715 pounds versus 1750 pounds. The public portion of the meeting subsequently ended since members of the public in attendance did not have questions. During the closed portion of the meeting, NRC personnel asked several clarifying questions related to analyses performed. Orano identified if new analyses had been performed for the changes made, or if previous analyses bounded the proposed changes. Orano also identified if existing analytical models had been updated to evaluate the proposed changes. In addition, NRC personnel asked clarifying questions about the criteria used to demonstrate that the analytical results satisfy the normal, off-normal and accident conditions.

Orano provided examples of the actions, assumptions and limitations used to develop the criteria for demonstrating the normal, off-normal and accident conditions had been satisfied.
After discussing submittal timing, the meeting was adjourned.
