The licensee was requested to re-evaluate the procedures for the control of welding and cutting operations to determine if these procedures should be revised to conform to the new provision of Appendix R. This item is identified as Unresolved Item (348/82-17-02 and 364/82-16-02), Welding and cutting fire prevention procedures do not conform to requirments of 10CFR50 Appendix R, and will be reviewed during a subsequent NRC inspectio All of the fire protection systems in the safety-related areas inspected were found inservice, except the actuation circuits to several preaction sprinkler valves were found in the override or secured position due to welding operations being conducted. However, the licensee had initiated the appropriate limiting condition of operation which included providing a fire watch in each of the areas involved. While touring the plant the inspector noted that some of the fire protection related gauges were not included in the plant's instrumentation prevenative maintenance and calibration progra However, the licensee initiated action to calibrate all gauges which are needed for surveillance of fire protection systems included in the Technical Specifications. These gauges were also to be included in the plant's instrumentation preventive maintenance and calibration sche-dule. This item is identified as Inspector Followup Item (348/82-17-03 and 364/82-16-03) Initiation of calibration schedule for fire pro-tection system gauges, and will be reviewed during a subsequent NRC inspectio The alarm annunicator in the control room for the fire pumps and fire protection water tanks was disconnected to remove the alarm created from the electric fire pump being set for continuous operation. This pump was being used to maintain pressure on the water system since the existing jockey pump was too small due to the number of leaks in the syste The licensee has initiated action to correct this proble Refer to above paragraph A number of fire doors were found by the inspector to be in need of maintenanc In the past, fire doors were repaired under a low priority maintenance work request (" shop work order"). However, in view of the importance of fire doors the licensee initiated a program during the inspection to repair doors under a "Maintenacne Work Request" which has a higher priority. Also, the licensee has initiated a program whereas the limiting condition for operation requirements of the Technical Specifications will be provided for all damaged doors which degrade a fire barrier. 4 Licensee Identified Items (Closed) Licensee Event Report Item (348/79-43-01) - Deficient fire seals: The licensee is to evaluate a number of fire seal penetrations under LER 348/82-04 (refer to below paragraph 6.c). Both of these LER's are closely relate Therefore, this LER is being closed and the licensee's corrective action will be evaluated during a subsequent NRC review of LER 348/82-0 (0 pen) Licensee Event Report Item (348/81-124) - Fire main rupture in low voltage switchyard: The above pipe rupture reduced the water level in the two fire protection water tanks to a level below that permitted by the Technical Specifications. During the past year the water level in these tanks has dropped below that permitted by the Technical Specifications on serveral other occasions. The licensee has reported these violations to the NRC by the issuance of licensee event report Also, several production change request have been issued to correct this problem. A contributing factor to this problem is the number of leaks in the water piping system which requires operation of the electric fire pump in lieu of the small jockey pump to maintain pressure on the water syste Since the electric fire pump is in continuous operation, the pump running alarm in the control room must be disconnected to remove the alarm condition from the fire protection contol room annunciator panel. Disconnections of this alarm results in elimination of the pump running alarm for all of the fire pumps and also eliminates the low level water alarm for the two storages tank The licensee stated that necessary repairs or modifications were to be made in the near future to correct this discrepancy. This item remains open, (0 pen) Licensee Event Report Item (348/82-04) - Seven unsealed pene-trations were determined to be inoperable: This problem was identified by the licensee to be a design problem and the unsealed penetrations were corrected. However, a design change request has been sumbitted to obtain a design review of all floor slab penetrations to insure that no other areas contain unsealed penetrations. A response from design is scheduled by July 23, 1982. This item remains ope . Fire Protection / Prevention Program Implementation (Module 64704) Facility Tour and Observation of Work Activities The inspector conducted a tour of the diesel generator building, fire pump house and non-radiation areas of the auxiliary building to review the plant fire protection features and the licensee's implementation of the fire protection and prevention procedure In the plant areas inspected, combustible materials and flammable and combustible liquids were properly controlled and the general housekeeping was satisfactor One arc welding operation was observed in the Unit 1 auxiliary building and the licensee's safety and fire prevention procedures were being observed. The inspector reviewed the equipment assigned to the fire brigade. The fire brigade equipment consisting of a total of 14 sets of turnout gear (coats, helmets, boats, gloves, etc.) was inspected. This equipment was stored in lockers in the turbine building, unit auxiliary building adjacent to the control room, diesel generator building and river water pump house. Also, a total of nine sets of turnout gear was located at the on-site training area which could also be used if neede The turnout gear in the plant was practically new and was in good condi-tio Presently, the fire brigade is using the self contained breathing apparatus which are under the maintenance and control of the radiation protection grou However, the licensee is to provide an additional total of 14 units and 14 spare cylinders for fire brigade use along with a cascade system to refill these cylinder The existing cylinders are presently refilled by means of an air compressor and cascade system. The existing emergency air supply system appears to meet the commitments to the NR b. Review of Fire Brigade Records The inspector reviewed the fire brigade roster and noted that a total of 150 people (Operations 105, Security 23, Chemistry 17, and other 5)

were assigned to the brigade. The training records for 10 brigade members were reviewed. The records indicated that each of these members had completed the initial fire brigade training and partici-pated in the required number of quanterly training sessions for 1981 and January - March 1982. Each member had also received a respirator medical review within the past 12 months. In 1981 a total of 32 fire drills were conducted and all brigade members participated in a minimum of at least two drills. From January - May 1982 a total of 16 drills were conducted. The member participation in 1982 is anticipated by the licensee to be equivalent to that of 1981. Also, in 1981 all of the members participated in at least one practice fire session which meets the commitments to the NRC. However, for 1982 the licensee is to require each brigade member to participate in a practice session each quarter. The brigade training and drill schedule appears to be very comprehensive and exceeds the NRC minimum requirement Within the areas examined, no violations or deviations were identified.
