l This routine, announced inspection was conducted in the area of plant support by a regional

Safeguards inspector and select personnel from the Office of Nuclear Reactor Regulation.

The cpecific area evaluated was the Physical Security Program for Power Reactors.

l The licensee's access control equipment, perimeter intrusion detection system, and

closed circuit television camera assessment met the requirements outlined in the

Physical Security Plan.

An apparent violation of the Physical Security Plan was identified in that during two

force-on-force security drills conducted March 9,1999, the licensee failed to properly

intercept and engage a mock adversary force attempting to reach vital equipment.
