NOTICE OF VIOLATION l Southern Nuclear Operating Company Docket No.: 50-348, 50-364 l

Farley Nuclear Plant Units 1 and 2 License No.: NPF-2. NPF-8 '

'During an NRC inspection conducted during the period January 11 through

, February 21. 1998, a violation of NRC requirements was identified. In Laccordance with the " General Statement of. Policy and Procedure for NRC Enforcement Actions." NUREG-1600, this violation is listed below:

Technical Specifications 6.8.1.a requires that applicable written procedures i recommended in Appendix A of Regulatory Guide 1.33. Revision 2. dated February 4 1978 shall be established, implemented. and maintained.- Regulatory Guide 1.33. Appendix A. Section 7.e(4) recommends Radiation Protection procedures specifically for contamination control. l

.FNP-0-M-001, Health Physics Manual. Revision 13.-dated July 14, 1995.

L paragraph 6.4.2. required that, materials being removed from a contaminated area must be either 1) surveyed by. Health Physics personnel as they are being removed from the area, or 2) placed in a Radioactive Materials bag and transported to an appropriate location to be surveyed. Paragraph 6.10 stated

" Step off pads (S0P's) will be provided at points where protective clothing is to be removed."

FNP-0-M-001. Revision 14. dated February 23. 1998, paragraph 6.10. stated, in part, that SOPS are normally provided at points where protective clothing is normally expected to be removed.

Contrary to the above:

1. On February 3,1998, while performing maintenance on the 1A~ centrifugal l charging pump, maintenance personnel violated the requirements of FNP-0-- 1 M-001, Revision 13. in that they. removed materials from the contaminated area around the 1A centrifugal charging pump without HP personnel ,

surveying the materials or placing them in a Radioactive Materials bag.  !'

In addition, they did not remove their protective clothing at the provided S0P.

2. On February 24. 1998, while performing maintenance on the 2B centrifugal charging pump, maintenance personnel violated the requirements of FNP M-001, Revision 14. in that they only removed the rubber overshoes prior to stepping onto the 50P.'
