NOTICE Of VIOLATION Southern Nuclear Operating Company Docket Nos.: 50 348 and 50 364 Farley Nuclear Plant. Units 1 and 2 License Nos.: NPF-2 and NPF-8 During an NRC inspection conducted during the period June 22 through August 2. l 1997, a violation of NRC requirements was identified. In accordance with the  :

" General Statement of Policy and Procedure for NRC Enforcement Actions." '

NUREG 1600, the violation is listed below:

10 CFR 50 Appendix B. Criterion Xil, requires that measures be established to assure that tools, gages. instruments, and other measuring and testing devices used in activities affecting quality are properly controlled, calibrated, and adjusted at spec',fied periods to maintain accuracy within necessary limits The Operations Quality Assurance Policy Manual. GO H 7. Revision 32.

implements the requirements of 10 CFR 50 Appendix B. Section 12.4.1 requires establishing and maintaining a system for control and calibration of measuring and test equipment (M&TE) to include provisions for preparing and implementing procedures for the control, calibration, and adjustment of each category of measuring and test equipment requiring calibration.

Contrary to the above, on June 16. 1997, most of the M&TE used onsite did not have written and approved calibration procedures.

This is a Severity Level IV violation (Supplement 1).

Pursuant to the provisions of 10 CFR 2.201. Southern Nuclear Operating Company is hereby required to submit a written statement or ex)lanation to the U.S.

Nuclear Regulatory Commission. ATTN: Document Control Jesk. Washington, DC 20555, with a copy to the Regional Administrator. Reginn II, and a copy to the NRC Resident inspector, Farley Nuclear Plant, within 30 dJys of the date of the letter transmitting this Notice of Violation (Notice). This reply should be clearly marked as a " Reply to a Notice of Violation" and should include for each violation: (1) the reason for the violation, or, if contested. the basis for disputing the violation, (2) the corrective steps that have been taken and the results achieved. (3) the corrective steps that will be taken to avoid further violations, and (4) the date when full compliance will be achieved.

Your response may reference or include previous docketed correspondence, if the correspondence adequately addresses the recuired res)onse. If an adequate reply is not received within the time specifiec in this lotice, an order or a Demand for Information may be issued as to why the license should not be modified, suspended, or revoked, or why such other action as may be 3 roper should not be taken. Where good cause is shown, consideration will ae given to extending the response time.
