  • Attended exit interview Exit Interview The inspection scope and findings were summarized on June 10, 1982, with those persons indicated in paragraph 1 abov . Licensee Action on Previous Inspection Findings Licensee actions on previously identified emergency preparedness improvement items and licensee action and commitments stated in licensee letter to NRC Region II, dated December 14, 1981 were reviewed. Appropriate findings are discussed in paragraphs 5 through 7 of this repor . Unresolved Items Unresolved items were not identified during this inspectio . Emergency Preparedness Training The inspector noted that of about 25 PAX telephones inspected in' the Support Building and Auxiliary Building, all had stickers affixed showing emergency notification telephone numbers. 6. Emergency Facilities and Equipment Assembly / Reassembly Areas The inspector reviewed this area through discussion with licensee representatives and review of EP Implementing Procedure FNP-0-EIP-10, Revision 9 Evacuation and Personnel Accountability. The revised procedure now lists five Assembly Areas and specifies six Alternate Assembly Areas to be used at the discretion of the Emergency Directo The procedure designates the Primary and Alternate Assembly Area for each organization at the Plant. In addition, Figure 1, a map of the Plant, has been annotated to show the location of each Primary and Alternate Assembly Area. References in the procedure to the Assembly Areas are also referenced to the annotated location on Figure 1. Based on the above findings, the previously identified improvement items in this area (50-348/81-20-02 and 50-364/81-23-02; 50-348/81-20-03 and 50-364/81-23-03) are close Medical Treatment Facilities The inspector reviewed this area through discussion with licensee representatives and review of appropriate procedure (1) Identification of First Aid Qualified Individual on Shift Plant Memorandum FNP-81-1299, Subject: FNP Safety Policy, dated 10/21/81 requires that the name of the first aid qualified individual on shift be posted on the Operations Organization Chart in the Control Room. N. Bradley, M.D., to Mr. J. W. Averett, APC0 Industrial Relations, Subject:

J. M. Farley Nuclear Plant First Aid Personnel, Facilities and Equipment, dated March 15, 1982. The letter discussed facilities, personnel, supplies and equipment, and concluded that the Plant first aid program appeared adequate for a limited number of casualties. Based on the above findings, the previously identi-fied improvement item in this area (50-348/81-20-05 and 50-364/81-23-05) is close . Emergency Implementing Procedures The inspector reviewed the licensee's Emergency Implementing Procedures in the areas of Radiological Surveys and Security Support and discussed the programs with licensee representative .. . _ _ _ _ . . - _ .

The data sheets have been revised to provide guidance to Emergency Monitoring Teams on important parameters to be recorde Based on the above findings, the previously identified improvement item in this area (50-348/81-20-07 and 50-364/81-23-07) is close b. Evacuation of Owner Controlled Areas The inspector evaluated this area through review of Emergency Imple-1 menting Procedures and Security Procedures, and through discussion with

licensee representative In the licerisee letter to NRC Region II, dated December 14, 1981 the licensee stated that FNP-0-EIP-7 would be revised by February 1, 1982, to provide instructions to Security personnel which will ensure that the owner controlled area is vacated during a site assembly or evacuation. This action was due to be complete by 2-1-8 The inspector noted that this action had not been completed. Discussion with licensee representatives also revealed that the change had not been made in a Security Procedure rather than the EIP. When licensee personnel became aware that corrective action for this improvement item had not been completed, they promptly initiated revisions to Security Standing Order SGS0-8, Motorized Patrol, and Procedure FNP-0-EIP-7 to

include the appropriate requirements. The Revisions were reviewed, approved, and issued prior to the exit interv1ew.

l Licensee representatives stated, during a later telephone conversation, that there was apparently some confusion between two elements of the Plant organization, each assuming that the other would complete the

corrective action. Since Plant personnel were attempting to correct improvement items discovered by the NRC Emergency Preparedness Appraisal Team while the Team was still on site, these items were not

, entered into the normal tracking system. The licensee representatives stated that, in the future, all discrepancies noted by the NRC would be i

Based on the above findings,.the previously identified improvement item in this area (50-348/81-20-08 and 50-364/81-23-08) is close . Coordination With Offsite Groups The inspector evaluated this area of the licensee's program by reviewing the

" Memorandum of Understanding Between Georgia Department of Natural Resources, Environmental Protection Division and Alabama Power Company and Alabama Radiation Control Agency Regarding Radiological Emergency Response at the Joseph M. Farley Nuclear Plant," . signed by Alabama Power Company on June 23, 1981. The agreement assigned responsibilities for notifications and other actions in the event of a radiological emergency at the Farley Nuclear Plant. Based on the above findings, the previously identified inspector followup item in this area (50-348/81-02-01 and 50-364/81-03-01)
