This refers to the routine safety inspection (50-293/87-27) conducted by
Dr. M. McBride, Mr. J. Lyash and Mr. T. Kim of this office on June 23, 1987 to
August 3,1987 at the Pilgrim Nuclear Power Station, Plymouth, Massachusetts. 3
Areas examined during this inspection are described in the NRC Region I
Inspection Report which is enclosed with this letter.
We are concerned that weakness in your site access progran was not corrected
until prompted by the NRC. Although steps were planned to strengthen the
program at Pilgrim in the long term, weaknesses which could have reduced daily
security effectiveness were not resolved promptly by your staff. I want to
stress that we evaluate your immediate as well as long term corrective actions
in our performance assessments. ,
