Gentlemen:

This refers to the routine safety inspection conducted by NRC inspectors

M. M. Holzmer and J. Bauer of this office on August 11 through October 10,

1986 of activities at the Zion Nuclear Generating Station, authorized by

Licenses No. DPR-39 and No. DPR-48 and to the discussion of our findings with

Mr. G. Plimi at the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

During this inspection, certain of your activities appeared to be in violation

of NRC requirements, as specified in the enclosed Notice. A written response

is required.

In addition to the drawing control problems identified in the enclosed report.

we wish to express our concern regarding the failure of your post-modification

testing to confirm that modifications did not reduce the safety of operations.

Testing of this nature is required by the commitment of your Quality Assurance

program to ANSI N18.7-1972 through Safety Guide 33, November 1972. We are

also concerned that unsatisfactory test results identified by your operators

were not resolved more promptly. In addition to your response to the enclosed

Notice of Violation, please describe hos your post-modification testing meets

your commitment to ANSI N18.7-1972, as well as your corrective actions to

obtain more prompt resolution of unsatisfactory test results.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter, the enclosures, and your response to this letter will be placed

in the NRC Public Document Room.

The responses directed by this letter and the accompanying Notice are not

subject to the clearance procedures of the Office of Management and Budget as

required by the Paperwork Reduction Act of 1980, PL 96-511.
