NOTICE OF VIOLATION Commonwealth Edison Company Docket No. 50-304 As a result of the inspection conducted on August 11 through October 10, 1986, and in accordance with the " General Policy and Procedures for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the following violation was identified:
10 CFR Part 50, Appendix B, Criterion V, as implemented by the Commonwealth Edison Company (CECO) Quality Assurance (QA) Topical Report, CE-1-A, requires that activities affecting quality be accomplished in accordarice with appropriate written procedures.
The CECO QA Manual, in Quality Procedure 6-1, " Distribution of Design Documents," Step 4.3.1 requires that each receiving office or area shall assure that the latest revision of a document is in use.
Contrary to the above, between July 1983 and February 1984, during the design of Modification M22-1(2)-83-20, which modified the 4160 volt engineered safety feature (ESF) bus feed control circuitry, the licensee's Station Electrical Engineering Department (SEED) failed to assure that the latest revisions of electrical prints were used.
This is a Severity Level IV violation (Supplement 1).
Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statement or explanation in reply, including for each violation: (1) corrective action taken and the recults achieved; (2) corrective action to be taken to avoid further violations; and (3) the date when full compliance will be achieved.
Consideration may be given to extending your response time for good cause shown.
