Gentlemen:

l Subject: Management Meeting on Confirmatory Action Letter (CAL) 86-10

i This letter transmits the detail: of the Management meeting held on May 19, 1986

in the Region I Office, King of Prussia, Pennsylvania, to discuss the Boston

Edison Company (BECo) Response to CAL 86-10.

Topics discussed at that meeting related to the NRC request for additional in-

formation, dated May 16, 1986 and BECo agreed to provide a written response

addressing those issues. The NRC informed BECo that a decision on restart of

the plant could not be made until results of some of the ongoing work are made

available. This includes resolution of (1) the need for a controlled leakoff

in the RHR system, (2) the leakage problem with valve 1001-288 and, (3) the

specifics of the proposed startup test intended to verify the primary contain-

ment isolation system logic.

I In a separate discussion, BECo described the current strike situation at

i Pilgrim Station, and BECo plans with regard to plant staffing and activities

during the strike. In this regard, BECo agreed to provide written responses

. to the following questions:

1. What type of training is being given with regard to actual manipula-

i

tion of reactor controls for licensed SR0's who are standing watches

, during the strike, and have not recently performed such operations?

i 2. What type of on-the-job training is being provided for personnel per-

i

forming auxiliary operator functions during the strike?

Boston Edison Company is hereby requested to provide the responses prior to

restart of the Pilgrim plant.
