Gentlemen:

This refers to the routine safety inspection conducted by NRC inspectors

F. R. Dunaway, M. M. Holzmer, L. E. Kanter and J. N. Kish of this

office on May 30, 1985 through July 1, 1985 of activities at the Zion

Nuclear Generating Station, authorized by Licenses No. DPR-39 and No. DPR-48

and to the discussion of our findings with Mr. Ken Graesser at the conclusion

of the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas,'the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

During this inspection, certain of your activities appeared to be in violation

with NRC rcquirements, as specified in the enclosed Appendix. A written

response is required. ' Additionally, two instances were noted where changes

were mada of the facility, one administrative and one technical, for which

Technical Specification changes were not sought prior to implementation.

Neither change had any impact on the safe operation of the facility; however,

we are concerned with your departure from established processes and as such

request.that in your response to the violation that you separately address

the issue raised in paragraph 11 of the attached report.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure (s)

will be placed in the NRC Public Document Room.

The responses directed by this letter (and the accompanying Notice) are not

subject to the clearance procedures of the Office of Management and Budget as

required by the Paperwork Reduction Act of 1980, PL 96-511.
