We have reviewed your response dated July 5, 1989, regarding our request fcr additional information,,per our telephone conversation on June 22, 1989. Our request stemmed from the fact that your original response dated May 26, 1989, lacked sufficient information to adequately conclude whether or not allegation number 1 was substantiated. Our letter dated April 11, 1989, requested you to submit the results of your investigations into:

1. That in the early 1980s, welding was performed on safety-related modifications by non-certified welders.
2. That welding was performed by non-certified welders and that some of these welders were working on safety-related modifications.
3. That an IBEW representative was aware at the time (early 1980s), that non-certified welders were working on some safety-related modifications.
4. That a QC inspector stated at that time (early ?980), that he was aware of the concern that a QC supervisor has also heard the conversation with the QC inspector.
5. That when the alleger raised the concern again in 1988, he vias told that they (Zion) wanted to handle this mrtter "in-house" and he was told not to go to the NRC with this information.
