This refers to the meeting conducted in our Region III office on June 7, 1989, between me, other members of my staff and representatives from the Zion Nuclear Station Operations Department, regarding the broad subject of control room professionalism. A copy of the meeting topics and Regulatory Guide 1.114, Revision 2, May 1989, " Guidance to Operators at the Controls and to Senior Operators in the Control Room of a Nuclear Power Unit," were used as handouts during this meeting and are enclosed for your information.

In general, the staff feels that this type of interface will make a positive contribution to enhance communications between the NRC and members of your site staff. I view this initiative on the part of the Zion operating staff as commendable and encourage a continuance of this approach.

In accordance with 10 CFR 2.790 of the Commissions regulations, a copy of this letter and the enclosures will be placed in the NRC Public Document Room.
