Gentlemen:

'This refers to the routine safety inspection conducted by Mr. T. Ploski and

others of this office on July 8-10, 1986, of activities at Dresden Nuclear

Generating Station, Units 2 and 3, authorized by NRC Operating Licenses

No. DRP-19 and No. DRP-25, and to the discussion of our findings with

Messrs. E. Eenigenburg and R. Flessner and others of your staff at the

conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

No violations of NRC requirements were identified during the course of this

inspection. However, weaknesses were identified which will require corrective

action by your staff. These weaknesses are summarized in the Appendix to this

letter. As required by 10 CFR 50, Appendix E (IV.F), any weaknesses that are

identified must be corrected. Accordingly, please advise us within 45 days

of the date of this letter of the corrective actions you have taken or plan to

take, regarding these weaknesses, including the estimated dates of completion.

Based on discussions at the conclusion of the inspection, we understand that

the public address speaker in the Operations Support Center will be repaired

and correctly interfaced with the Technical Support Center announcing system

by September 10, 1986. Furthermore, we understand that a 1987 exercise

objective will be to demonstrate the ability to collect and analyze air or

liquid samples onsite using the High Range Sample System, since that objective

was waived for this inspection due to an equipment breakdown.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter, the enclosures, and your response to this letter will be placed

in the NRC Public Document Room.

The response directed by this letter is not subject to the clearance procedures

of the Office of Management and Budget as required by the Paperwork Reduction

Act of 1980, PL 96-511.

EXERCISE WEAKNESSES

1. Excessive time was taken to initiate assembly. (50-237/86009-01 and

2. Poor radiation protection practices were demonstrated regarding the

control of contaminated material and surveying for personnel ,
