BEAVER VALLEY UNIT 2 - INSERVICE TESTING (IST) PROGRAM FOR POMPS AND YALVES (TAC N0. 62870)

The enclosed Safety Evaluation Report provides the results of the review of the BV-2 inservice testing program for pumps and valves.

The Code of Federal Regulations, paragraph 10 CFR 50.55a(g), requires certain i Class 1, 2 and 3 purrps and valves in water-cooled nuclear reactor facilities to treet the inservice testing requirements stated in the ASME Boiler and '

Pressure Vessel Code,Section XI; specifically, Subsection IWP, Inservice Testing of Pumps in Nuclear Power Plants, and Subsection IWV, Inservice Testing of Valves in Nuclear Power Plants. Each facility is required to establish a program for the inservice testing of purrps and valves which is updated every ten years to freet the requirenents in the latest approved edition and addenda to Section XI of the ASME Code. The program is gererally l submitted to the NRC for review and approval. The review entails verifying '

that the program is based on the applicable Code edition and addenda, verifying l that the program covers testing of all appropriate pumps and valves, and i verifying the acceptability of the requests for relief from the requirements of Subsections IWP and IWV.

The IST program addressed in this report covers the first ten-year interval from November 17, 1987, the date of initial connercial operation, to November 17, 1997. Your program was submitted by letter dated April 9, 1986. A revised prograrn was submitted by letter dated April 15, 1987, which supersedes the previcus program.

We, with technical assistance from EG8G Idaho, Inc. (EG8G), have reviewed and evaluated the IST program and requests for relief submitted by BV-2. We adopt the evaluations and conclusions contained in the Technical Evaluation Report (TER), EGG-NTA-7857 Revision 1, prepared by EG&G. The enclosed SER incorporates the TER and its findings.

Mr. J. J. Carey We have determined that the IST program is acceptable for implementation, and relief from certain testing requirements can be granted.

We have determined that the testing requirements are impractical for the items for which relief is being granted and, pursuant to 10 CFR 50.55a(g)(6)(1),

that the granting of relief is authorized by law, will not endanger life or property or the conmon defense and security, and is otherwise in the public interest. In making this determination, we have given due consideration to the burden that could result if those requirements are imposed on your facility. This letter grants the reliefs identified as granted in the enclosed SER. Certain relief requests are denied or conditioned as described in the enclosed SER.

Program changes such as revisions to additional relief requests or. deletion of any corrponents from the IST program should be submitted for our review, but should not be implemented prior to review and approval.
