SUBJECT: NRC OPERATIONAL SAFETY TEAM INSPECTION (OSTI) REPORT

Dear Mr. Cross:

The NRC conducted an inspection of the Beaver Valley Power Station facilities from

October 26-30,1998. The enclosed report presents the results of that inspection. These

findings were discussed with you and members of your staff during an exit meeting, that  !

was open for public observation, held on November 16,1998. ,

The plant operations witnessed by the team were conducted in a safe and controlled

manner. The team found that operators consistently met standards in the areas of

communications, shift turnovers, self checking, and establishing equipment clearances.

The operators conducted activities in accordance with approved procedures and ,

supervisory oversight of activities witnessed was strong. l

Your staff identified over a thousand operations procedure improvements during a recent  !

procedure upgrade review. Temporary procedure revisions and controls were applied to I

ensure that plant activities would not be performed using deficient procedures. However,

a significant effort remains to permanently incorporate these changes into the operations

procedures and to address recommended procedure enhancements. Your attention is

needed to ensure that the procedures are revised in a timely manner.

Surveillance and maintenance activities observed by the team were properly performed I

with good procedural adherence, proper planning and execution, good self-checking, and l

'

appropriate supervisory oversight. The material condition of plant equipment and +

housekeeping at both units were generally good.

Your staff's efforts to reduce the backlog of corrective maintenance have not been fully

effective in meeting station goals. The challenges associated with the forced outages and  !

the recent implementation of a twelve-week work management process have contributed j

to the relatively steady backlog of corrective maintenance. The team's review of j

backlogged corrective maintenance concluded that the prioritization of open MWRs was i

appropriate and the outstanding maintenance activities did not adversely affect system's

functions. Therefore, while expeditious actions to reduce the backlog are not warranted at

this time, continued diligence is necessary to properly assess the affect of the backlog on

system performance,
