ch l' 2 0 1985 Docket No.: 50-412 Mr. John J. Carey Vice President, Nuclear Duquesne Light Company Robinson Plaza Building, No. 2, Suite 110 Pittsburgh, Pennsylvania 15705

Dear Mr. Carey:

SUBJECT:

BEAVER VALLEY UNIT 2 SAFETY REVIEW - PRESERVICE/ INSERVICE INSPECTION PROGRAMS The staff has reviewed your submittal dated January 31, 1985 that describes an alternative plan for the preservice examination of ASME Class 2 piping.

You requested a plant specific review of your proposed plan because the examination-selection criteria are based on the Winter 1983 Addenda of

'SectionXI,whichisnotreferencedin10CFR50.55a(b). By this submittal you have raised concerns about the use of the ASME Code editions referenced in the regulation that may result in the preservice examination of welds that will not correspond to the anticipated requirements for future inservice inspections. The staff has determined that the methodology described in the your submittal is acceptable and the alternative plan will result in a preservice examination of Class 2 piping that is equivalent or superior to that required by the applicable Code edition referenced in the regulation. The bases for the staff's conclusions is enclosed as Enclosure 1.

Should you have any questions please contact the Project Manager, B. K.

Singh, at 301-492-8423.

Sincerely, George W. Kni f e,0, Chief Licensing Branch No. 3 Division of Licensing Encisoure:
