BEAVER VALLEY UNIT 1 TEMPORARY WAIVER OF COMPLIANCE FROM TECHNICAL SPECIFICATION 3.6.2.2 On October 18, 1990, Duquesne Light Company (DLC) made a written request for a Temprary Waiver of Compliance from the requirements of Technical Specification (TS 3.6.2.2 for Beaver Valley Unit No. 1.

Specifically, the waiver was requested because of the inability to demonstrate the minimum flow through the containment recirculation spray systems (RSS), as required by the limiting condition for operation. Thesurveillancerequirement(4.6.2.2.e.3)forthe RSS specifies a minimum flow of 8000 gallons per minute (gpm) through each river water. subsystem and its two associated RSS heat exchangers. A recent i

surveillance test showed a flow less than that required, and has'resulted in Unit No. 1 entering the LCO 3.6.2.2 action statements. DLC has requested approval to operate with a reduced flow requirement of at least 6000 gpm

- through thel recirculation spray heat exchangers until a change to the TSs can be processed.

1 DLC has submitted the results of analyses which show that the flow through the RSS heat exchanger subsystems can be reduced to as low as 6000 gpm for the remainder of the present operating cycle (until. April 1991):and still remain within' the limits of the original safety anal i

pressure following a loss of coolant accident (LOCA)yses related to containment This will require

' administrative controls in accordance with revised Figure 3.6-1 (enclosed).

'Present operating limits are 8000 gpm minimum at 88 degrees F and a containment L

air pressure no greater than 10.5 psia.

DLC has comitted to operate the facility within the newly analyzed conditions for the RSS, otherwise the plant will be placed in a lower mode in accordance

with.the action statement. DLC further comitted to monitor RSS )erformance -

h monthly vice quarterly by: initiating and recording flow through t1e.RSS heat exchangers.

DLC comitted-to maintain the compensatory actions in place until' the:TS change is approved and implemented.1 I'

Sieber October 19, 1990 Based on the results of the revised analyses and on DLC's compensatory action to monitor system performtnce on a monthly basis, we conclude that the %S will ;ontinue to meet the original design basis to depressurize the containment end restore it to sub-atmospheric pressure following a LOCA.

Should the revised analyses assumptions for river water temperature and containment nir pressure be exceeded, DLC will shut down the plant in

.accordance w th the action statement of TS 3.6.2.2.

In granting ihis waiver, it is understood that DLC is to retain the stated compensatory actions until.the facility is shut down for refueling or until

.the cause for the RSS heat exchanger river water flow reduction is determined and corrected.

DLC has comitted to submit a one-time amendment request, not later than October 25, 1990, to incorporate the resuits of the revised analyses. The amendment will be in effect through the remainder of the present operating cycle. This waiver is to be in effect until that amendment is issued.
