BEAVER VALLEY UNIT 2 - STAFF POSITION ON SLCRS CHARC0AL l
FILTER TESTING (TAC 69220)
By letter dated August 11, 1988, you requested, among other' things, that Section 4.7.8.1.b of the Technical Specifications be amended.- Specifically, y(ou req)uested to relax the Supplemental Leak Collection and Release System SLCRS charcoal filter test requirement such that a bypass leakage test need not be performed after an incident of painting, fire or chemical release.
It is our position that chemicals released as a result of various incidents could'potentially clog up HEPA filters, thus leading to high. pressure differentials across the filters and possible rupture. New penetration
-(bypass) paths could be created.
For. this reason, we take the position that a bypass leakage test be required after'these incidents. The current Beaver Valley Unit 2 and Westinghouse Standard Technical Specifications (WSTS) both express this position.
We evaluated the Beaver Valley Unit 2 SLCRS design and determined that there is no basic difference from other plants'; thus we cannot justify a plant-specific deviation from the WSTS. An amendment as you requested would necessarily be preceded by an appropriate change to the WSTS, in accordance with current NRR policy (Office Letter No. 803, dated July 14,1988)..Since the safety benefits of such a change appear non-existent, and reduction of man-rem exposure appears minimal, the action would be given a low priority.
Please evaluate your requested amendment and determine appropriate actions.
Meanwhile, the balance of your request not discussed in this letter is being processed separately.
