DEFICIENCIES DURING THE OCTOBER 6,1998 BEAVER VALLEY POWER STATION EMERGENCY PREPAREDNESS EXERCISE

Dear Mr. Cross:

Enclosed are copies of letters from F. Kevin Koob, Regional Assistance Committee Chairman, FEMA Region lil, dated October 30,1998, to Mr. John W. Pack Jr., Director, Office of Emergency Services, and Mr. Charles F. Wynne, Director, Pennsylvania Emergency Management Agency, regarding the Deficiencies assessed during the October ,

6,1998 exercise against Hancock County, West Virginia and Beaver County, l Pennsylvania, respectively. l The Hancock County Emergency Operations Center (EOC) was assessed a Deficiency under Objective 11 (of FEMA-REP-14, Radiological Emergency Preparedness Exercise Manual), Pub!ic Instructions and Emergency Information, because the county EOC staff did ,

not satisfactorily provide and disseminate emergency instructional messages to the public within the 10-mile plurne pathway emergency planning zone (EPZ). The Emergency Alert System (EAS) radio station did not participate in the exercise.

The Beaver County EOC was assessed a Deficiency under Objective 10, Alert and Notification (A&N), because the county EOC staff, on three consecutive sequences, did not satisfacterily alert and notify the public within the 10-mile EPZ and disseminate instructional messages to the public. Three A&N sequences were not completed within the required 15 minutes.

The Beaver County EOC was also assessed a Deficiency under Objective 11, because the EOC staff did not adequately demonstrate the capability to coordinate the formulation and

The purpose of this letter is to officially inform you of the Federal Emergency Management Agency's (FEMA) identification of a 1

i Deficiency that occurred during the Beaver.. Valley Power Station i

( -(BVPS) Radiological Emergency Preparedness (REP) Exercise i conducted on October 6, 1998.

A Deficiency is being assessed against Hanecck County Emergency Operations Center (EOC) under Objective 11; Public Instructions  ;

and Emergency Information. The Deficiency resulted because of  ;

the county EOC staff's failure to satisfactorily provide and disseminate emergency instructional messages to the public within the 10-mile plume pathway emergency planning zone. The Emergency Alert System radio station did not participate in the exercise.

In accordance with 44 CFR 350.9(d) and FEMA-REP-14, we have thoroughly reviewed and discussed this issue with the U.S.- -

l Nuclear Regulatory Commission and FEMA Region III's Regional  !

Assistance Committee. FEMA-REP-14 defines a Deficiency as "...an i observed or identified inadequacy of organizational performance in an exercise that could cause a finding that offsite emergency preparedness is not adequate to provide reasonable assurance that appropriate protective measures can be taken in the event of a radiological emergency to protect the health and safety of the public living in the vicinity of a nuclear power plant."
