DLC Letter 2NRC-5-154, dated December 26, 1985 Gentlemen:

As discussed with your staff in a February 4,1981 telecon, attached is relief request number 7 on preservice examination of piping welds that. could not be completed in accordance with ASME Section XI due to inaccessibility.

Attachm?nt 1 gives the applicable code years and addenda, type of examina-tion, basis for relief and the alternative examination. Attachment 2 lists the applicable welds and provides other pertinent information. It should be noted that a high percentage, 73%, of the total population of welds were inspected at 75% or more of fulI code examination.

The remainder of the relief requests will be submitted in the near future and wiil include the foIlowing:

1) A reformatting of relief requests 2 through 6 submitted by the refer-enced letter.
2) An additional relief request to be developed after the on-going reat-tor vessel inspection is completed.

Your expeditious review and approval of this relief request would be greatly appreciated.

During the preservice examination of piping weld, eighty-three (83) welds were identified where a full code examination could not be completed. The applicabic welds are shown in the attached list.

Basis For Relief:

Full code examinations could not be canpleted due to physical impediments.

Section XI figures describing examination requirements do not recognize actual as-built configuratons or metallurgical constraints which interfere with surf ace and volumetric examination, inspections were performed at the maximum percentage practicable as shown in the attached listing.

Alternative Examination:

The required weld volume was examined to the maximum extent practicable.

l These welds have been hydrostatically tested per the applicable construc-tion code.
