SUBJECT: BEAVER VALLF.Y UNIT 2 REACTOR OPERATOR INITIAL EXAMINATION

REPORT NO. 50-412/99-301

This report transmits the results of the subject operator licensing examinations conducted by the

NP.C during the period of March 22-25,1999. These examinations addressed areas important to I

public health and safety and were developed and administered using the guidelines of the

Examination Standards for Power Reactors (NUREG 1021, Interim Revision 8). Based on the

results of the examinations, all three Reactor Operator (RO) applicants passed all portions of the

examinations. The findings and performance conclusions, identified during the examinations,

were discussed with your staff via a telephone conference call on April 6,1999.

Overall, the quality of the initial exam submittal was acceptable. However, the initial written

exam submittal was determined not to meet NRC guidelines in certain instances. For example,

57 of 100 questions were determined by the NRC examiners to be at the memory cognitive

lovel. Changes to the written exam were made to: increase the overall o3 gnitive level of the

written test; increase question discriminatory validity; enhance question clarity; and to ensure l

distractors were plausible, but incorrect.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its j

enclosures will be placed in the NRC Public Document Room.
