SUBJECT: NRC INTEGRATED INSPECTION REPORT 50-334/98-10,50-412/98-10

Dear Mr. Cross:

The WRC conducted an inspection of the Beaver Valley Power Station f acilities from

Nove nber 15 to December 26,1998. The enclosed report presents the results of that

inc .ection. I

During the 6-week period covered by this inspection period, your conduct of activities at

the Berier Val!ey Power Station facilities was characterized by safe maintenance and

operat activities. Operators were alert and demonstrated questioning attitudes during

routine pant activities. On two occasions, poor work planning challenged your operations

staff. On both oc asions, operators' careful scrutiny of the planned work activities prior to i

authorization, precluded conditions not permitted by tec1nical specifications and potential

reactor plant transien's.

Within the area of plant support, we found that you continued to implemant effective

Radiological Environmental Monitoring and Meteorological Monitoring Programs (REMP and

MMP). You demonstrated good performance regarding maintenance and calibration of the '

meteorologicalinstrumentation. Your environmental 12,boratcry for sample analyses and

quality assurance / quality control was effective. Quelity Services Unit (OSU) audits were of

sufficient depth to assess the implementation of the REMP and MMP.

Overall, the Fire Protecticn Program is functioning well and OSU audits of the program

have been effective in idantifying deficienciea and areas for improvement. However, we

are concerned that eng'aeer;ng support, in the resolucion of deficiencies in the post-fire

shutdown procedures he w 1 slow. Your QSU has identified deficiencies in your post-

fire shutdown procedures in every audit conducted since 1995. The fact that the program

audits continue to find these deficiencies indicates that corrective actions may not have

been fully effective in identifying the extent of the problem. We note that you plan to

conduct the Engineering review of the Fire Protection Program during the first quarter of

calendar year 1999.
