Subject: NRC Combined Inspection Report No. 50-334/89-06; 50-412/89-06

A routine radiological controls inspection was conducted at the Beaver Valley

Power Station by Mr. R. L. Nimitz on April 10-14, 1989. Areas reviewed during

the inspection included action on previous NRC findings, radiological controls

during the Unit 2 outage, ALARA and audits. The findings of the inspection were

discussed with Mr. S. Lacey on April 14, 1989.

No violations were identified during the inspection. However, NRC observations

indicated a need to improve supervisory oversight of steam generator work

activitie and housekeeping inside the Unit 2 containment.

Our inspector also identified an apparent lack of awareness on the part of your

staff relative to the requirements of 10 CFR 50.70 (b)(4) which deals with

communication of NRC inspector presence onsite. You ere requested to review

this matter and ensure all appropriate personnel have been informed of this

requirement. We will review your actions during a subsequent inspection.

The inspection also identified an apparent significant increase in radiation

levels on primary components inside the Unit 2 containment due to radioactive

crud transport and deposition during shutdown. You are requested to review this

,

matter relative to the adequacy of your current radioactive source term

(

controls. We will review the results of your evaluation during a subsequent

inspection.
