May 100 1939 Docket No. 50-412 Mr.~J. D. Sieber, Vice President Nuclear Group Duquesne Light Company Post Office Box 4 1 Shippingport, Pennsylvania 15077 l

Dear Mr. Sieber:

SUBJECT:

BEAVER VALLEY UNIT 2 - PLANT SAFETY MONITORING SYSTEM (TAC 64577)

By letter dated November 25, 1987, you submitted your Plant Safety Monitoring System (PSMS) Verification and Validation (V&V) plan in accordance with license condition 2.c.(7). We conducted an on::ite audit January 31 through February 2, 1989. Enclosure 1 ic a copy of tha sign-in sheet for the entrance meeting of the audit. l We conclude that the hardware design of the PSMS is acceptable. However, since our conclusion is based, in part, on the similarity to previously reviewed equipment, you should formally submit a document showing similarities and differences between Beaver Valley's and previously approved equipment.

Enclosure 2 provides details.

We conclude that the V&V plan is incomplete and therefore not acceptable without additional information. The information should be submitted in the form of a functional requirements matrix. Enclosure 2 also provides details.

Lastly, we request that you commit to implement an ongoing V&V program for the PSMS software for future modifications in accordance with Ai4SI/IEEE 7-4.3.2.

Please submit the above requested information within 45 days of receipt of this letter. The reporting and/or recordkeeping requirements contained in this letter affect fewer than 10 respondents; therefore, OMB clearance is not required under P.L.96-511.

Sincerely, b/ e ed Peter S Tam, Sen r Project Manager Project Directorate I-4 Division of Reactor Projects I/II Office of Nuclear Reactor Regulation O
