SUBJECT: NRC INTEGRATED INSPECTION REPORT NOS. 50-334/99-03,50-412/99-03

Dear Mr. Cross:

This refers to the ir;apection conducted .iom May 2 to June 12,1999, at the Beaver Valley

Power Station facility. The enclosed report represents the results of this inspection.

During the 6-week inspection period, your conduct of activities at the Beaver Valley Power

Station facility was characterized by safe maintenance and operations. Material condition

improvements were noted in the intake structure area. The Onsite Safety Committee effectively

evaluated plant changes. On-line maintenance and associated risk insights were generally well

managed. Your engineers' efforts to identify and correct several calculation discrepancies

affecting design basis a:cident control room dose estimates were noteworthy. The 10 CFR 21

reporting from this event alerted the industry to the concern. Deficiencies associated with

staging of parts for planned maintenance were identified.

Although recent river water pump performance trending was effective, our inspectors identified

an earlier instance where maintenance to address pump performance degradation was not j

timely. We understand that you are reviewing the processes by which work is recommended, i

scheduled, and deferred. This action appears prudent based on our inspectors' observations

and several equipment challenges which you have experienced over the past 6 months.

The program for maintaining occupational exposures as low as is reasonably achievable

(ALARA) and for training personnel in ALARA was generally effective. Management

involvement in the ALARA program, incorporation of ALARA principles into plant modifications, ,

and establishment of exposure goals was appropriate. One example of inadequate ALARA

performance in outage scope control was evident, however. The radioactive liquid and gewous

effluent control programs were effectively established, implemented, and maintained in

accordance with regulatory requirements.
