BEAVER VALLEY UNIT 2 - USE OF TYPE 420 STAINLESS STEEL IN FEEDWATER REGULATING VALVE PLUG (TAC 72923) i In a letter dated April 14, 1989 you requested NRC approval to us'e'a material ,

in the feedwater regulating valve plug that is not defined for this )

application in Section III of the ASME Code. The material originally used in j these valves was ASME SA-479 Type 304L with a stellite weld overlay surface for the. plug and anti-rotation pins. Excessive wear was found in the original components. Pursuant to 10 CFR 50.55a(a)(3), you propose to use Type 420 stainless steel (SS) material es an alternative to the Code-accepted material for the plug in the feedwater regulating valves. You stated that ever since the Unit I feedwater regulating valves have been fitted with Type 420 stainless steel material, remarkable ir:provement in reliability has been observed. j Article IWD-7000 of ASME Section XI states that replacement materials shall meet the requirements to which the original component or part was constructed. As an alternative, materials ma, meet the requirements of Section III of the ASME Code. Type 420 SS is not currently approved by ASME Section III for this application. However, you have sent the ASME a proposed Code Case and proposed revision to ASME Section III regarding use of this material on /pril 6, 1989. In addition, you requested the valve manufacturer, Copes-Vulcan, to provide additional documentation concerning the acceptability of a Type 420 SS plug. The manufacturer responded that prototype analysis and testing performed under static and dynamic loads ensures that the plug design is acceptable.

Paragraph 10 CFR 50.55a(a)(3)(1) pent.its the staff to authorize proposed alternatives to the requirements of ASME Section XI provided that the licensee demonstrates that the proposed alternatives would provide an acceptable level of quality and safety. We find that the successful use of Type 420 SS in the Unit 1 feedwater regulating valve plugs demonstrates that the proposed alternative is a significant improvement from the current Unit ? design.

Therefore,pursuantto10CFR50.55a(a)(3)(1),weconcludethatyourproposed use of a Type 420 SS plug is acceptable for one fuel (cycle 2), or until the ASME Code Committee transmits written approval, whichever is eerliest. This completes our efforts.
