By letter dated December 9.1997, as supplemented Juh* 29,1998, Duquesne Light Company (DLC) submitted the second 10-year interval ISI program plan and associated relief requests for BVPS-2. The U.S. Nuclear Regulatory Commission (NRC) staff, with technical assistance from its contractor, tha 'daho National Engineering Environmental Laboratory (INEEL), has j reviewed and evaluated the relief requests. The applicable edition of Section XI of the  !

American Society of Mechanical Engineers (ASME) Code for BPS-2 second 10-year ISI ,

interval is the 1989 edition. As described in the enclosed safety evaluation (SE), the NRC staff I adopts the recommendations in the Technical Evaluation Report (TER), which is attached to the SE. The NRC staff has granted Relief Request Nos. 2-TYP-2-B3.110-1,2-TYP-2-83.140- I 1, and 2-TYP-2-BS.70-1 ersuant to 10 CFR 50.55a(g)(6)(i) based on a determination that the j requirements of the Cod 9 are impractical. endanger life or property or the common defense and is otherwise in the public interest given due consideration to the burden upon the licensee that could result if the Code requirements i were imposed on the facility. The ahematives in Relief Request Nos. 2-TYP-2-B-G ,2-TYP-2-APP-l-1,2-TYP-2-UT-1,2-TYP-2-N-509,2-TYP-2-N-521, and 2-TYP-2-N-524 are authorized pursuant to 10 CFR 50.55a(a)(3)(i) in that they provide an acceptable level of quality and safety. The alternative in Relief Request No. 2-TYP 2-C6.10-1 is authorized pursuant to 10 CFR 50.55a(a)(3)(ii) since compliance with the Code would result in hardship or unusual '

difficulty without a compensating increase in the level of quality and safety. Use of Code Cases 2-TYP-2-N-509,2-TYP-2-N-521, and 2-TYP-2-N-524 is authorized for tho second 10-year intemal at BVPS-2, or until the Code Cases are approved for general use by reference in Regulatory Guide 1.147.
