SUBJECT: NRC INTEGRATED INSPECTION REPORT NOS. 50 334/99-01;50-412/99-01

Dear Mr. Cross:

This refers to the inspection conducted from February 7 to March 20,1999, at the Beaver Valley

Power Station facility. The enclosed report represents the results of this inspechon.

During the 6-week inspection period, at the Beaver Valley Power Station facility your staff

operated Unit i safely and effective controlled the Unit 2 refueling outage. Maintenance

activities and surveillance testing were performed safely with good management oversite.

Design changes were properly implemented and tested to resolve two longstanding operator

workarounds. Your staff responded aggressively and effectively to human performance

problems that occurred at the beginning of the Unit 2 outage, preventing more signWicant errors.

However, our inspectors noted that, in some instances, your staff did not properly implement

your corrective action program to evaluate or resolve several deficient conditions. We recognize

that you took actions to address this issue including the formation of an assessment team. Your

security program effectively protects against acts of radiological sabotage using well trained

personnel, propedy maintained equipment, and comprehensive self assessments. The Unit 2

In-Service inspection Program, including comprehensive steam generator tube examinatione,

was properly implemented.

Based on the results of this inspection, the NRC has determined that one violations of NRC

requirements occurred. This violation is being treated as Non-Cited Violations (NCVs),

consistent with Appendix C of the Enforcement Policy. The NCV is described in the subject

inspection report. If you contest the violation or severity level of these NCVs , you should

provide a response within 30 days of the date of this inspection report, with the basis for your

denial, to the Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington DC

20555-0001, with a copies to the Regional Administrator, Region I, and the Director, Office of

Enforcement, United States Nuclear Regulatory Commission, Washington, DC 20555-0001.
