Emergency Notification System (ENS) calls in reference to discovered vital

area degradations.

The security staff at the Zion Nuclear Power Station is.in the' process of

~

walking' down vital area barriers as a result of a potential violation

cited in Inspection Reports No. 50-295/89022(DRSS); 50-304/89020(DRSS),

dated August 11, 1989, and discussed during an enforcement' conference at

NRC Region III on August.17, 1989.

Effective August' 18, 1989, and until the vital area barrier walkdown -is

completed, further degraded vital area barriers, if any, should be reported to

Mr. J. Creed of_NRC Region III (312/790-5643) during normal duty hours rather

than through the ENS system to NRC, HQ. The Licensee Event Report (LER)

required _ to be' submitted in 'accordance with 10 CFR 73.71 should also identify '

all discovered vital area barrier degradations.

Security vulnerabilities and degradations other than those pertaining to vital

area barriers (e.g.,' protected area degradations, etc.) should continue te be

reported in accordance with 10 CFR 73.71.

Mr. J. Creed of this office will available to discur,s any questions that may

arise pertaining to this issue. f
