We have received the enclosed Federal Emergency Management Agency (FEMA) letter dated July 30, 1985 which contains the proposed schedules of corrective actions submitted by the States of Illinois and Wisconsin for the deficiencies identified in the Final Report for the Zion Nuclear Power Plant Offsite Radiological Emergency Preparedness Exercise conducted on March 6, 1985. The Final Report was forwarded to you from Mr. C. J. Paperiello of the NRC dated June 13, 1985.
This was a partial participation exercise for the State of Illinois and a full participation exercise for Lake County, Illinois, The State of Wisconsin, and Kenosha and Walworth Counties, Wisconsin. One Category A deficiency was identified for Lake County, Illinois because proper procedures for determining appropriate traffic control measures were not followed, and as a result, a road was allowed to remain open by which the public could have entered the area affected by the plume. The Final Report forwarded to you on June 13, 1985 stated a requirement that the appropriate Lake County staff be provided with additional training regarding proper procedures and their implementation.
This training should also include a demonstration by the appropriate staff of their ability to effectively implement the procedures.
FEMA Headquarters and Region V staff have reviewed the proposed schedules of corrective actions submitted by Illinois and Wisconsin and found them to be appropriate. However, a final decision cannot be provided until the training scheduled by Illinois for the Lake County traffic and access control staff, to be held on August 21, 1985, has been observed and evaluated by FEMA Region V.
In accordance with 10 CFR 2.790 of the Commission s regu b. ions, a copy of this letter and the enclosure will be placed in the NRC's Public Document Room.

Attached are the proposed schedules of corrective actions submitted by the States of Illinois and Wisconsin for the deficiencies noted in the Final Report for the Zion Nuclear Power Plant offsite REP Exercise conducted on March 6, 1985. The exercise report was sent to you on May 23, 1985.
One deficiency affecting the public health and safety (Category A) was identified during the course of the exercise. The Category A deficiency (NUREG evaluation criterion J.10.j) for Lake County, Illinois resulted because l
proper procedures for determining appropriate traffic control measures were not followed and, as a result, a road was allowed to remain open by which the public could have entered the area affected by the plume. To correct this deficiency, Illinois has scheduled training for the Lake County traffic and access control staff for August 21, 1985. This training will include a demonstration by the appropriate staff of their ability to effectively implement procedures relating to traffic and access control. The Federal -
Emergency Management Agency (FEMA) Region V staff will observe and evaluate the effectiveness of the training.
FEMA Headquarters and Region V staff have reviewed the proposed schedules of corrective actions submitted by Illinois and Wisconsin and found them to be appropriate. However, a final decision cannot be provided until the training scheduled by Illinois for the Lake County traffic and access control staff has been observed and evaluated by FEMA Region V.

- 6. 'Ihe Wheatland Center Grade School is not suited for special needs individuals, therefore a more suitable reception / congregate care center should be designated.
In the future the Wheatland Center Grade School will not be used as congregate care for the handicapped. Arrangements had '
been made prior to the exercise for the handicapped to come into a side door at the school (parking lot level) directly to the gynnasium for reception. Innch trays were to be brought to them. Ebr some reason the Red Cross arranged the reception in another location -- the handicaFped had to go up about five steps to be registered and go after their meals.
- 7. Mditional training on EPA PM's for the Radiological staff and inclusion of the EPA PM's in the Cbunty Plan is reconmended.
