Dear Ms. Bernabei:

This is in response to your letter dated August 29, 1984, in which you requested, pursuant to the Freedom of Information Act (F0IA), documents concerning investigations conducted by the Office of Investigations at the Waterford Steam Electric Station, Unit 3.

The documents listed on Appendix A are being placed in the NRC Public Document Room (PDR), 1717 H Street, NW, Washington, DC. You may obtain access by presenting a copy of this letter or by requesting folder FOIA 84-717 in your name.

Portions of the documents listed on Appendix 8 are being withheld pursuant to the exemptions noted next to each document. The nonexenpt portions of these documents are being placed in the NRC PDR.

The documents listed on Appendix C are being withheld in their entirety pursuant to the exemptions noted next to each document.

Information being withheld pursuant to Exemptions (6), (7)(A), (7)(C),

and (7)(D) of the FOIA (5 U.S.C. 552(b)(6), (7)(A), (7)(C),- and (7)(D))

Information being withheld from public disclosure pursuant to Exemption (5) of the F0IA (5 U.S.C. 552(b)(5)) and 10 CFR 9.5(a)(5) of the Cortunis- j sion's regulations consists of drafts containing preliminary advice, i opinions, and recommendations of members of a Field Office to the '

Director, Office of Investigations. Disclosure would inhibit the frank ,

and candid exchange of communications in future deliberations and thus would not be in the public interest. There are no reasonably segregable 3 factual portions because release of the facts would permit an indirect inquiry into the predecisional process of the agency.
