Dear Ms. Garde and Mr. Henderson:

This is in further response to your letter dated June 15, 1985, in which you requested, pursuant to the Freedom of Information Act (F0IA), copies of records relevant to and/or generated in connection with a January 1984 memorandum issued by Louisiana Power and Light Company concerning interviews, surveys and exit interviews which were designed to document worker concerns at the Waterford III Steam Electric Station. You also requested copies of the surveys and interview forms and questions, as well as the actual worker responses to the surveys, interviews, and exit interviews. This is also in response to your letter dated July 20, 1984, in which you appealed the NRC's lack of response to your F0IA request.

By letter dated February 22, 1985, the NRC provided a partial response to your F0IA request and informed you that additional records subject to your request were undergoing further review for disclosure determinations. That review has been completed.

The NRC is partially or wholly withholding the records identified on enclosed Appendix B because the records contain personal information the disclosure of which would be an unwarranted invasion of personal privacy.

The information is, therefore, being withheld pursuant to Exemptions 6 and 7(C) of the F0IA (5 U.S.C. 552(b)(6) and (7)(C)) and 10 CFR 9.5(a)(6) and (7)(iii) of the Commission's regulations. The nonexempt portions of these records are being placed into the NRC Public Document Room in folder F01A-84-507 for your inspection and copying.

Pursuant to 10 CFR 9.9 of the Commission's regulations, it has been determined that the information withheld is exempt from production or disclosure, and that its production or disclosure is contrary to the public interest. The persons responsible for denial of the information are the undersigned and Mr. Harold R. Denton, Director, Office of Nuclear Reactor Regulation.

As provided in 10 CFR 9.11, any such appeal must be in writing, addressed to the Executive Director for Operations, U. S. Nuclear Regulatory Commission, Washington, DC 20555, and should clearly state on the envelope and in the letter that it is an " Appeal from an Initial F0I A Decision."

This completes the NRC's action on your F0IA request.
