As a result of discussions between Waterford 3 staff, the Nuclear Regulatory Commission - Region IV (NRC), the Federal Emergency Management Agency - Region VI (FEMA), the Louisiana Department of Environmental Quality (LDEO), the Louisiana Office of Emergency Preparedness (LOEP), St.

Charles and St. John the Baptist Parishes, the following general objectives and guidelines have been developed for the 1999 Emergency Preparedness Exercise at the Waterford 3 Steam Electric Station, which is scheduled to be conducted on October 13,1999.

A. FOR THE ENTERGY O.PERATIONS, INC. (LICENSEE) EMERGENCY RESPONSE  !

ORGANIZATION:

1. Demonstrate the ability of the emergency organization to correctly assess the simulated accident conditions and declare the appropriate emergency classifications in accordance with EP-001-001, Recognition and Classification of Emergency Conditions. (B.2, D.1, D.2, l.1,l.2)
2. Demonstrate the ability to make appropriate initial protective action recommendations in accordance with EP-002-052, Protective Action Guidelines. (B.2, B.4, J.7, J.10m)
3. Demonstrate the ability to mobilize the Onsite (TSC and OSC) and Nearsite (EOF) emergency response personnel in accordance with the applicable classification procedures (EP-001-010, Unusual Event; EP-001-020, Alert; EP-001-030, Site Area I Emergency; EP-001-040, General Emergency) and; EP-002-015, Emergency Responder Activation. (A.1e, B.1, B.5, B.7, E.2, F.1e, H.1, H.4) l
4. Demonstrate the ability to activate the Technical Support Center (TSC) in accordance with EP-002-100, Technical Support Center (TSC) Activation, Operation and Deactivation.

9. Demonstrate the ability to notify and update federal, state and local offsite agencies using primary and alternate methods in accordance with EP-002-010, Notifications and Communications. (B.2, B.4, E.1-E.4, F.1, F.2, J.7, N.2.a) 1

WATERFORD 3 BIENNIAL EXERCISE OCTOBER 13,1999 GUIDELINES -

To define the scope and extent of participation by organizations and " participants", the following guidelines are established in order to meet the objectives listed in Section II of this manual.

A. General Guidelines 1

1. The exercise will be conducted on October 13,1999. Exercise participants will not possess prior knowledge of the exercise start time, and will follow normal routines for that day until mobilized as part of the emergency response.
2. The Control Room staff will operate from the Waterford 3 Simulator. Prior to the start of the exercise, a shift briefing will be conducted in the Simulator. The briefing will include "on-shift" exercise participants from Operations, Maintenance, Chemistry and Radiation Protection. The participants will be briefed on the postulated plant conditions and general guidelines for the conduct of the exercise.

Following this briefing, the in-plant shift personnel will return to their normal workstations.

3. The exercise will commence with a postulated condition necessitating the declaration of an emergency classification and escalate to require other emergency classification declarations.
4. The scenario contains simulated radiological release conditions that will require consideration of protective actions for the general public.
5. Exercise participants will perform, as appropriate, radiological monitoring and dose assessment activities. Radiological field monitoring teams will be dispatched in order to evaluate response time, communications and monitoring procedures.
6. The Emergency News Center (ENC) will be staffed and activated. Participation by members of the media will be simulated. News bulletins will be made which depict simulated exercise events. However, no exercise press bulletins will be made to the public.
7. If postulated accident conditions warrant evacuation of non-essential site personnel, a small number of pre-designated personnel will proceed to the offsite assembly area selected by the exercise participants. All other non-essential personnelin the Protected Area will be assembled in station parking lots or

. accounted for. Once accountability procedures have been completed, assembled personnel will return to their normal work stations.

NOTE Care shall be taken to assure individuals who may overhear or observe exercise activities are not misled into believing that an actual emergency situation exists.

8. All emergency communications that are part of the exercise will be clearly .

identified as part of the exercise. Verbal communications will be initiated and closed by the statement "This is a drill". Any use of plant alarms (Station Alarm or Fire Alarm) will be preceded by announcing "This is a drill" over the plant page system. Any exercise documentation transmitted via facsimile machine will have the word " Drill" stamped on them prior to transmittal.

9. Methodology and assumptions related to the development of data for specific areas are provided with the data in Section Vil of this manual.-
10. Exercise participants will include the following emergency organizations:

Waterford 3

.'Onshift Emergency Organization (Normal Operations Shift Personnel)

Onsite Emergency Organization (TSC and OSC)

Nearsite Emergency Organization (EOF)

All Waterford 3 site personnel are potential participants, since the site personnel are expected to report abnormal conditions observed during the exercise, such as smoke, unusual noises, etc. The emergency organization may also call out additional personnel to assist in the response to the simulated emergency conditions.

Entergy - Louisiana Offsite Emergency Organization (ENC)

Waterford 1&2 Control Room Limited participation (Communications Only)

Entergy district offices and maintenance divisions will not participate in this exercise. Communications with these groups may be initiated but their respcnse will be simulated.

. B. Safety Precautions -

1. Personnel will not, in response to the postulated accident conditions, take any action that jeopardizes plant or personnel safety.

' 2. Valves, breakers, and controls shall not be manipulated in response to this exercise except as necessary to meet a specific exercise objective. Actual operation of valves, breakers and controls that may be required to meet an

' objective will be coordinated between the drill Shift Superintendent and real Shift Superintendent and must be authorized by the real Shift Superintendent.

3. In the event an actual emergency occurs during the conduct of this exercise, the drill Emergency Coordinator shall immediately contact the real Shift Superintendent and coordinate available resources to mitigate the emergency.

In the case of an actual fire repoit, the " operating shift" will provide the initial response.

In the case of an actual medical emergency, the " operating shift will provide the initial response until relieved of that responsibili+y by the drill shift.

- - The drill clock' and exercise activities can be stopped at the discretion of the drill Emergency Coordinator and the real Shift Superintendent until the actual emergency is assessed and/or under control.

Qualified drill participants and drill control team members can be directed to

. support the real Shift Superintendent in response to the actual emergenc/.

'4. All personnel who enter an RCA will be rsdiation worker qualified.

5. - Exercise personnel will observe all radiological controls. In the event the data  ;

presented in this exercise package indicates lower radiation levels than those I actually found in the plant, actions for the actual (higher) readings will be followed.

' In such instances the Health Physics Controller and the Lead Controller will be l notified.~  !

6. ALARA concepts will be observed during the course of the exercise. Activities associated with the performance of the exercise will not occur in areas where  !

personnel will receive significant exposures.

I C. l Simulation Guidelines - )

NOTE Simulated exercise events will be initiated as indicated in the exercise scenario package under the direction of the Lead Controller. Since all possible participant reactions to the simulated exercise events can not be anticipated, individual Controllers may initiate simulated situations to preserve the continuity of the overall scenario timeline without prior approval of the Lead Controller. However, individuals are prohibited from creating real or simulated situations that are not provided for in the scenario package and may affect the timeline without prior approval of the Lead Controller.

1. Exercise participants are expected to cany out all responses to the postulated

' scenario events as if responding to a real emergency. Actions required by Plant Operating Procedures and Emergency Plan implementing Procedures shall be carried out to the fullest extent possible, unless otherwise directed by the drill control team.

2. Since the exercise will be performed using the Waterford 3 Control Room Simulator, exercise plant parameter data and radiological monitoring data will be obtained from the Simulator control panels and the SDS terminals, which will be configured to display Simulator data.

Radiological Monitoring System (RMS) data will be simulated through the use of posted data sheets at the -4 Control Point Count Room RMS terminal.

- If a failure of the Simulator occurs, and the Simulator can not be recevered in a reasonable period of time, backup data sheets will be available and posted in appropriate locations.

3. No drill control team personnel are assigned to monitor the activities of the  !

Nuclear Auxiliary Operators (NAOs) in the plant. The NAO participants will obtain scenario information by contacting the Simulator instructor Booth. The Simulator Operstor will provide scenario package information as if a drill control member

~

was present at the scene. Prior to the exercise, the Lead Controller will brief the I NAO participants on this method of drill control. This allows Operations personnel

. to support the OSC operations as they would in an actual emergency.

4. Portable fire extinguishers or other sealed 'canisters shall not have the seals 1
broken or safety pins removed in response to the' postulated scenario events, except when specifically required by instructions provided in the scenario package.

5. Exercise participants will be expected to obtain the proper tools and equipment i necessary in responding to the scenario conditions in order to receive credit for I
  1. kr actions to mitigate the consequences of the simulated conditions.

-The exercise package includes the use of mock-ups to simulate plant equipment. )

In most situations where mock-ups are available, the exercise participants will be j expected to respond to the actual plant equipment and then the drill control tearn I will direct them to the mock-up. Due to the location of some mock-ups, the drill control team may instruct the participants to proceed directly to the mock-up.

Specific instructions are provided in the scenario package regarding the use of individual mock-ups. l

6. The exercise participants in the plant will not simulate the use of protective clothing.
7. To prevent unnecessarily alarming members of the general public, who may observe their activities, the radiological field monitoring teams will simulate the use of protective clothing and respirators.
8. SCBAs will be donned, as required by the scenario conditions, but, after initial fitting on the face, the masks may be removed.
9. The use of silver zeolite cartridges when taking air samples will be simulated.

The drill control team will provide charcoal cartridges for use in the air samplers.

10. The use of potassium iodide, if required by the scenario conditions, will be simulated.
11. If a decision is made to use the Post Accident Sampling System (PASS),

sampling activities will be simulated.

12. No plant equipment will actually be tagged out in response to the scenario events.

However, all necessary authorizations required by procedures are expected to be obtained prior to th rimulation of the tag out.

13. Radiological postings as required by the simulatee - cenario radiation levels,will not be simulated. The drill control team will insure hat the postings are appropriately labeled to identify them as part of the drill.
14. Actual operation of the Whole Body Counter, or the Backup Whole Body Counter, will be simulated. Due to the number of Health Physics personnel assigned to the drill control team, sufficient personnel will not be available to support this activity.
15. If consideration is given to relocating the Primary Access Point (PAP) due to the simulated radiological conditions, this activity will be simulated.
16. Onsite response to a medical emergency is not an objective of this exercise. The scenario events for the medical emergency portion of this exercise are provided in a separate document. j
17. The activation of the Emergency Response Data System (ERDS) wi!! not be simulated. ERDS will be activated to transmit drill data from the Simulator.
