SUBJECT: NRC INSPECTION REPORT NO. 50-382/99-07
Dear Mr. Dugger:
This refers to the inspection conducted on June 1 to 11,1999, at the Waterford Steam Electric
Station, Unit 3, facility. The purpose of the inspection was to review your facility's corrective
action program, using the guidance provided in NRC Inspection Procedure 40500. An exit
meeting with your staff was held on June 11,1999. Inoffice inspection of supplemental
information was performed through July 29,1999. Following the inoffice inspection, an exit was
conducted telephonically on September 9,1999, with your staff. The enclosed report presents
the results of this inspection.
On the basis of the sample reviewed, your corrective action program was generally
implemented with an appropriate threshold for identifying, classifying, and prioritizing adverse
conditions. However, the violations identified in this report relate to timeliness or effectiveness
of your corrective action x agram. Further, your self assessments did not identify the types of
.
issues raised during our e spection. While we found your program adequate overall, your
consideration of the findings of this inspection would enhance your program.

Based on the results of this inspectinn, the NRC has determined that three Severity Level IV
l
violations of NRC requirements occurred. These violations are being treated as noncited
violations, consistent with Appendix C of the Enforcement Policy. These noncited violations are
described in the subject inspection report if you contest the violation or severity level of these
noncited violations, you should provide a response within 30 days of the date of this inspection
report, with the basis for your denial, to the Nuclear Regulatory Commission, ATTN: Document
Control Desk, Washington DC 20555-0001, with ropies to the Regional Administrator, U.S.
Nuclear Regulatory Commission, Region IV,611 Ryan Plaza Drive, Suite 400, Arlington, Texas
76011, the Director, Office of Enforcement, United States Nuclear Regulatory Commission,
Washington, DC 20555-0001; and the NRC Resident inspector at the Waterford Steam Electric
Station, Unit 3, facility,
in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter, its
enclosure (s), and your response, if requested, will be placed in the NRC Public Document
Room (PDR).
