SUBJECT: NRC INSPECTION REPORT NO. 50-382/99-10
Dear Mr. Dugger:
This refers to the inspection conducted on July 19-23,1999, at the Waterford Steam Electric
Station, Unit 3 facility. The purpose of the inspection was to review your solid radioactive waste
management and radioactive material transportation programs. The enclosed report presents
the results of this inspection.

Based on the results of this inspection, the NRC has determined that one Severity Level IV
violation of NRC requirements occurred. The violation is being treated as a noncited violation
(NCV), consistent with Appendix C of the Enforcement Policy. The NOV is described in the
subject inspection report. If you contest the violation or severity level of the NCV, you shou:d
provide a response within 30 days of the date of this inspection report, with the basis for your

denial, to the Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington DC
20555-0001, with copies to the Regional Administrator, U.S. Nuclear Reg & tory Commission,
Region IV,611 Ryan Plaza Drive, Suite 400, Arlington, Texas 76011, the Director, Office of l
Enforcement, United States Nuclear Regulatory Commission, Wcshington, DC 20555-0001;
and the NRC Resident inspector at the Waterford Steam Electric Station, Unit 3 facility,
in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter, its
enclosure (s), and your response, if requested, will be placed in the NRC Public Document
Room (PDR).
