REllEF REQUESTS RELATED TO THE SECOND TEN YEAR INT'.iRVAL INSERVICE INSPECTION PROGRAM FOR WATERFORD STEAM ELECTRIC STATION, UNIT 3 (TAC NO. M99537)

Dear Mr. Dugger:

i By letter dated July 1,1997, Entergy Operations, Inc. submitted the second ten year inservice inspection program and associated relief requests for Waterford Steam Electric Station, Unit 3.

Revision 1 to the program was submitted on June 4,1998. A total of 10 relief requests were submitted for approval for use during the second ten year interval.

j The staff, with technical assistance from its contractor, the Idaho National Engineering and Environmental Laboratory reviewed and evaluated the information provided in the submittals.

Based on the information submitted, the staff adopts the contractor's conclusions and recommendations presented in their Technical Letter Report. The staff concluded that nine (9) i relief requests had been reviewed and authorized previously, and that the proposed alternatives remain authorized.

The proposed alternative in the previously unsubmitted relief request (ISl2-010), use of Code Case N-521, " Alternative Rules for Deferral of Inspections of Nozzle-to-Nozzle Welds, inside Radius Sections, and Nozzle-to-Safe End Welds, of a Pressurized Water Reactor Vessel,Section XI, Division 1,"is authorized pursuant to 10 CFR 50.55a(a)(3)(i). The proposed alternative provides an acceptable level of quality and safety.

The staff's evaluation and conclusions are contained in the enclosed Safety Evaluation (Enclosure 1). The contractor's Technical Evaluation Report is included as Enclosure 2.
