SUBJECT: NRC INSPECTION REPORT NO. 50-382/99-03
Dear Mr. Dugger:
This refers to the inspection conducted on March 8 to 12,1999, at the Waterford Steam Electric
Station, Unit 3 facility. The purpose of the radiation protection inspection was to focus on your
refueling outage activities. The enclosed report presents the results of this inspection.
Based on the results of this inspection, the NRC has determined that two violations of radiation
protection requirements occurred. These violations involved the failure to: (1) read,
understand, and follow instructions on radiation work permits, and (2) perform a radiological
survey These violations are being treated as Non-Cited Violations (NCVs) consistent with
Appendix C of the Enforcement Policy. The NCVs are described in the subject inspection
report. If you contest the violations or severity level of the NCVs, you should provide a
responso within 30 days of the date of this inspection report, with the basis for your denial, to
the Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC

20555-0001, with copies to the Regional Administrator, Region IV, and the Director, Office of
Enforcement, United States Nuclear Regulatory Commission, Washington, DC 20555-0001.
