SUBJECT: NRC !NSPECTION REPORT NO. 50-382/99-01 AND NOTICE OF VIOLATION
Dear Mr. Dugger:
This' refers to the ;rispection conducted on January 25-29,1999, at the Waterford Steam Electric
Station, Unit 3 facility. Additional inspection activities were accomplished during February 8-12, .
1999. On February 12,1999, a meeting was held with selected members of your staff to discuss
additionalinformation not discussed during the previous exit meeting on January 28,1999. The
enclosed report presents the results of this inspection.
Based on the results of this inspection, the NRC has determined that one violation of NRC
requirernents occurred. The violation is cited in the enclosed Notice of Violation (Notice) and the
circumstances surrounding it are described in detail in the subject inspection report. The
violation is significant because it has generic implications for other Entergy plants.
You are required to respond to this letter and should follow the instructions specified in the
enclosed Notice when preparing your response. The NRC will use your response, in part, to
determine whether further enforcement action is necessary to ensure compliance with regulatory
requirements.
The mt.terial enclosed herewith contains Safeguards information as defined by 10 CFR 73.21
and its disclosure to unauthorized individuals is prohibited by Section 147 of the Atomic Energy
Act of 1954, as amended. Therefore, the material will Dqt be placed in the Public Document
Room.
