Dear Mr. Dugger:

By letter dated March 10,'1999, as supplemented by letters dated March 12 and March 23, 1999, Entergy Operations, Inc. (EOI), submitted a request to use Mechanical Nozzle Seal Assemblies (MNSAs) as an alternative repair method pursuant to Title 10 of the Code of Federal Reaulations (10 CFR) Section 50.55a(a)(3)(i) for Reactor Coolant System applications at Waterford Steam Electric Station, Unit 3 (Waterford 3).

The Nuclear Regulatory Commission (NRC) staff has completed its review of your request, and our findings are contained in the enclosed Safety Evaluation. The staff has concluded that, pursuant to 10 CFR 50.55a(a)(3)(i), EOl may install the MNSAs over the leaking nozzles during the current refueling outage, and that the MNSAs may remain in service for the next operating cycle for Waterford 3. However, the NRC staff will perform a confirmatory review of the plant-

specific design calculations for installation of the MNSAs at Waterford 3, which were submitted by letter dated March 23,1999. Should the staff's confirmatory review show that EOl's design calculations are not acceptable, EOl will take appropriate action, including potentially shutting the unit down, as specified in its March 12,1999, letter. Therefore, this relief is contingent upon the acceptability of the design calculations, as determined by the staff in its confirmatory review.
