The purpose of this letter is for Entergy Operations, Inc. (EOI) to update the NRC Staff regarding the circumstances and plans for submitting a certification report on the Waterford 3 plant specific simulator. ,

10 CFR 55.45(b)(5)(ii) and 10 CFR 55.45(b)(5)(vi) require the submittal of a report to the NRC Staff every four years that identifies uncorrected simulator test failures. The report is required to be submitted on the anniversary of simulator certification. Based on that schedule, EOl was due to submit a report on behalf of Waterford 3 by March 20,1999. The report was inadvertently not submitted due to unintended closure of the ongo'.ig commitment that tracks generation of the report. It was also determined that nine simulator tests were not completed within the four-year period. The failure to report on time as well as the failure to complete tests during the period is being o addressed within our corrective action program (Condition Report CR-WF3-1999 0 0939).

The failure to perform the tests did not result in a negative impact on operator training. Simulator scenarios for training and examinations are validated and are  ;

determined to be acceptable for the desired training prior to use in accordance with Training Procedure NTI-OP-004. The condition was discussed with NRC Staff ,

- personnel.

Of the nine tests that were not performed within the four year period, five have now been performed. Of these five, three met acceptance criteria and two failed to meet acceptance criteria. Four of the nine tests remain to be performed. One additional test was identified for which there was indication that the test had been performed (and failed) during the four year certification period. However, test documentation was incomplete. That test is being re-run to properly document the test results. The remaining tests are expected to be completed by November 30,1999. The four year report will be submitted by December 17,1999. The report willinclude a list of any uncorrected test failures from the subject four year re-certification period.
