EVALUATION OF PRESSURIZER SAFETY VALVE INSERVICE TESTING RELIEF REQUEST FOR WATERFORD STEAM ELECTRIC STATION, UNIT 3 (TAC NO. MA4564)
Dear Mr. Dugger:
By a letter dated January 14,1999, Entergy Operations, Inc., submitted a one-time request for relief from the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code (Code, or the Code) inservice testing requirements for the pressurizer safety valves at the Waterford Steam Electric Station, Unit 3 (Waterford 3). The NRC staff has reviewed this relief request against the requirements of Section XI of the ASME Code pursuant to Title 10 of the Code of Federal Reaulations (10 CFR), Section 50.55a. Our Safety Evaluation of the relief request is enclosed.
On the basis of its evaluation, the staff has determined that your request for a one-time relief from the ASME Code testing requirements for the pressurizer safety valves at Wateiford 3 is authorized pursuant to10 CFR 50.55a(a)(3)(ii). Compliance with these requirements would result in hardship or unusual difficulty without a compensating increase in the level of quality and safety. This approval is subject to the cc.xfition that the subject pressurizer safety valve A
testing be completed prior to March 21,2001.
