SUBJECT: NRC INSPECTION REPORT NO. 50-382/99-15
Dear Mr. Dugger:
This refers to the inspection conducted on July 19-23,1999, at the Waterford Steam Electric
Station, Unit 3, facility with continuing in-office inspection until August 19,1999. The purpose of
the inspection was to assess your program implementing the requirements of 10 CFR 50.59
and to review a previous inspection finding involving tornado missile protection. On
September 14,1999, a supplemental telephone exit was held with your staff.
The inspection revealed that the safety evaluation program was consistent with the
requirements of 10 CFR 50.59, with isolated exceptions. These exceptions are discussed in
the report.
One unresolved item was identified concerning the resequencing of nonsafety-related electrical
loads to the Class 1E bus following a turbine trip with loss-of-offsite power. This matter, which
is discussed in Section E2.1 of the enclosed inspection report, is unresolved pending further
review by the NRC.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its
enclosure will be placed in the NRC Public Document Room (PDR).
