Fitness for Duty Program Six Month Performance Report FITNESS FOR DUTY PROGRAM

SUMMARY

The Waterford 3 annual random testing rate is 50 percent. During this reporting period, approximately 26.9 percent of the population have been randomly tested.

The two positive test results from random testing occurred in the short-term contractor personnel group. The rate of positive tests from random testing is 0.61 percent.

POSITIVE RESULTS:

As illustrated in the breakdown of confirmed positive tests, there were seven positive test results for this reporting period. Note, one sample was confirmed positive for two substances. Five of the seven positive tests were for marijuana and the other two were for cocaine. Marijuana was the drug of preference, accounting for 71 percent of the positive results. The Federal Regulation cut-off for marijuana and cocaine is 100 ng/mi and 300 ng/ml, respectively. Entergy, however, uses a more stringent cut-off criteria of 50 ng/mi for marijuana. Forty percent of the confirmed positive marijuana samples were due to the lower Entergy cut-off criteria.

MANAGEMENT ACTIONS:

Access was denied for the four short-term contractor personnel that tested positive during pre-access testing. Management was notified and the individuals' files were annotated to reflect the positive results and management's actions.

Management was notified and access was revoked for the individuals.

During this reporting period, management requested two "for-cause tests" to be performed following personnel accidents. The testing was conducted on one licensee employee and one contract employee. Both samples returned negative results.

Samples were recollected from two refueling outage contract workers during pre-access processing fo! lowing the initial collection of suspicious samples. The collectors observed what appeared to be particles in each of the original samples. A second sample was co!!ected from each of the individuals while under direct Page1

observation. Both sets of samples were sent to the confirmatory lab for testing and all' samples returned negative results.

The follow-up test program for the one participating individual was concluded following five favorable follow-up test results.

EVENTS REPORTED TO THE NUCLEAR REGULATORY COMMISSION (NRC):

One event was reported to the NRC during this reporting period. A bottle of rum was found inside the protected area of the plant. This incident was reported to the NRC on February 4,1999 and documented in Security incident Report 99-S01-00 (letter W3F1-99-0035), dated March 5,1999. The investigation into the event concluded that the bottle was probably brought into the now existing protected area while Waterford 3 was under construction.

PROGRAM EVALUATIONIAUDIT:

No programmatic problems were identified during this reporting period. An internal assessment was conducted. The results of the assessment showed the program is being managed in an effective manner and is in compliance with the regulations and site established procedures and instructions.
