Dear Ms. Bernabei:

In your August 29, 1984 letter to the Commission, you express concerns about the investigations being conducted by the Office of Investigations at Waterford 3. These concerns appear to be have been engendered by the contents of the publicly released transcript of a July 16, 1984 meeting between the Applicant and Comissioner Asselstine. Apparently this caused you to suspect that 1) the Applicant was attempting to induce the Office of Investigations (01) to deviate from its Comission mandated policies and procedures, and 2) that 01 acceded to such pressures.

With regard to the first issue, I have enclosed a transcript of the July 13 meeting between the Applicant and NRC that was alluded to during the July 16 meeting with Commissioner Asselstine. This transcript, which was placed in the Public Document Room (PDR) on July 27, 1984 at my request may provide a different perspective on the purpose of the meeting with Comissioner Asselstine. This notwithstanding, I can assure you that the 01 investigations concerning Waterford 3 have been conducted in complete compliance with the Comission policies that govern the operations of this office. I can state without reservation that this will continue to be the case in the future regarding these or any other 01 investigations.
